Muteness in general has absolutely nothing to do with inability to hear. Muteness means the inability to speak and there are many reasons why people cannot speak that do not include deafness. People who are deaf are only mute if they have never heard any sound and/or have never attempted to try to communicate orally.

Yes someone who is mute can hear. The term mute means unable to speak.
I think you may be confused due to the original term for a deaf person. This term was deaf mute. This was because most people who were deaf were unable to talk especially if they lost their hearing before they first started talking.
In reality these words are two seperate things
Deaf- Can't hear
Mute- Can't speak - there are different levels though. Most people are able to make sounds but not always ones which are understandable as words. For instance they can scream, laugh, and make other sounds but if they try to form a word it will not be understood by the people around them.

Being mute just means they can't talk. I
f they are deaf then they can't hear, hard-of-hearing has hearing loss. And not all deaf people are mute, and of course vice-versa.

it could just be the part of their brain that effect speech damage or voice box.
Some people with cerebral palsy can't speak because of lack of muscle control
