Go to social services in his area and find out if they have an approved list of volunteers because you don't just want anyone to drive him.

Bus company's provide Disabled mini buses for people for a tiny price. Get int ouch with the local bus company or council.

The Red Cross might help: they have volunteer drivers who do that kind of thing. If they can't do it, ask them to put you in touch with the local Council of Voluntary Services.

have you tried your local social services or social worker they may have phone numbers of volunteers also look in your local council offices they may have some .what about a support worker or yourself and get a train

You can ask your local red cross for help. They have volunteers who can help drive your friend.

Try a minibus company, you could hire one and drive it yourself or even somebody to to drive it for you.

if he's not retarded,then maybe he ought to get a drivers' license if he really wants to be seen as like everyone else.People ought to learn to be as self-sufficent as possible and not be such a burdon on others I believe.
