She has the mentality of a few months and bites or chews everything. She is just exploring her surroundings, but it hurts.

Maybe you need professional advice. I know mentally handicapped clients in UK are seen by psychiatrists who assess the client and advise on behavior management.

Have her wear gloves for now, so it doesn't hurt you or other people so much. you can hold her hands after she does it, make sure you have her eye contact, and say NO loudly when she does it. When she doesn't do it when she meets a new person, you could reward her with some crackers or a candy.

My mother taught me to either bite back, scratch back, or pull back. Obviously not VERY hard, but enough to get their attention, say "Ouch!" and let them know that that's how it feels when they do it to you.
