yes, that's ecactly how it works, at least with the style I use. One hand uses the hand controls (sort of a lever) to work the pedals. The other hand steers, using a knob attached to the steering wheel.

a buddy of mine was paralyzed in a parachuting accident, and he had his car fitted with the hand controls for braking and for the throttle. His car had little paddles on the steering wheel....the left one was the brake and the right one was the gas. all he had to do was keep both hands on the wheel and use the paddles with his hands......i am sure there are different setups, but this is how his car was........hope this answers your question!!
