i'm afraid not. i've looked into it for myself and found nothing. some companies that sell scooters operate a hire purchase scheme. you hire the scooter and when you have paid enough you get to keep it. if she receives the higher rate mobility component of DLA she can use part of her award to get a scooter through the motability scheme. rental rates start at £11.50 a week. for that small sum she would get:

i am a wheelchair user and it took months of haggling to get a manual wheelchair through social services. it is too heavy for me to self propel and big and ugly. i am not disabled enough to be referred to wheelchair services for a chair to fit me as i am able to walk around my bungalow using a frame or sticks. i am 36. i have had to buy my own powerchair so i can leave the house.
scooters occasionally come up on freecycle or you may be able to apply to local charities for financial help. i received £750 from a local charity towards my rise and recline arm chair.
