I think its so high because disabled persons are at a disadvantaged when it comes to defending themself or standing up and voicing their opinion..alot of abuse occurs in nursing homes and that happens because the staff look to them as not being equal and less advantaged....when someone puts another below them they feel as if they can overpower that disabled person and no one can do anything about it because no one (including the patient) will stick up for them....i think it is a sense of knowing you can do what you want to someone and having no one be able to notice so you end up "bullying" a person who is going to br complacent because they need the help to get around or do whatever...

I think it comes directly from the way the SSA abuses people going through the process of trying to be determined disabled in the first place. They take forever to process your claim - only to return with an unfavorable decision - then you have to appeal - and wait even longer - then after a few years of defaulting on loans, having your car repossessed, having your home foreclosed on, and losing everything you've worked your entire life for before you became disabled taken away - they approve you - but there is such a backlog at the payment processing center that you may not see a dime from them for months to come... and that backpay that they owe you - well it doesn't come in one lump sum anymore. Nope - you've waited all of this time, lost everything, are living in a cornflakes box under a freeway overpass and they take that large sum of money that is due and owing to you and they break it up into 3 payments which are payable to you every 6 months for the next year and 1/2.
Try explaining that one to the creditors who are pounding on the door of your cornflakes box!

I think it comes from a lack of education on disabled people. People are afraid of what they don't understand. I also think its one of the worst bullying tactics this society is collectlively guilty of perpetrating.
With tongue in cheek, this is my analysis of the situation. It must take a very strong person to mess with a disabled person.
